MSB – Mission Critical Communications Expo 2025
On 11 November 2025 we will arrange our annual Expo for users of mission critical communications services.
On stage you will listen to Ronny Harpe (head of Mission Critical Communications Section, the Swedish Civil Contingencies Agency), Karin Lönnheden (head of the Operations Department, the Swedish Psychological Defence Agency), Ellinor Persson (moderator), Fredrik Lindström (guest scout), Anna Starbrink (Director General of the Swedish Civil Contingencies Agency) och Johan Berggren (State Secretary).
MSB – Mission Critical Communications Expo is a meeting place where authorized visitors and exhibitors meet to contribute to strengthening Sweden's ability to collaborate and manage mission critical operations.

The Swedish Police Authority on service development in SWEN with the end user at the centre
The next generation of misson-mritical communications services (MCX and MSS) in SWEN means new opportunities for the Swedish Police Authority to develop new capabilities. The Police Authority shares concrete examples of how they put the end user in the centre when they collect needs and requirements. What are the Police doing to understand what works well today, and what end users want in the future? How do they in practice develop new digital capabilities that will help, but not hinder, the end user in their professional practice?

Leading authority in civil defence
On 1 January, The Swedish Civil Contingencies Agency will change its name to the Swedish Civil Defence and Resilience Agency. With the name change, the role of the leading authority in Sweden's civil defence is clarified. We will strengthen the ability to act and the strategic leadership for proactive and effective management in crisis and, in the worst case, war. Based on the "Starting Points for Total Defence 2025–2030", cross-sectoral agreements and increased collaboration, a clearer operational management is created that strengthens society's resilience, including in mission-critical communications.

Is civilian and military situational awareness in a NATO context possible in WIS?
At a time of increased complexity and cross-border threats, civilian and military actors need to be able to share information and build a common situational awareness. MSB/WIS and the Swedish Armed Forces will talk about how and in what way. Welcome to listen in and ask questions.
WIS, Sweden's national system for situational awareness and information sharing, connects authorities, regions and municipalities – and in a NATO context can create added value for both national resilience and joint defence capabilities.

PTS measures for increased resilience and robustness in electronic communications
Publicly available networks and services for electronic communications are a prerequisite for the society to function – under normal conditions, as well as in crisis and war. The Swedish Post and Telecom Authority (PTS) is therefore implementing measures – almost exclusively in private-public collaboration – that strengthen the ability to maintain electronic communication under severe strain. During the seminar, you will gain an insight into PTS's work with robustness measures as well as examples of measures and challenges.

SWEN 2026 – Core network, migration solution and start of pilots
2026 will be the year that SWEN, The Swedish Emergency Network, begins to take shape for real. Key components such as the core network and the migration solution are in place, enabling the launch of pilot projects for basic services in collaboration with user organizations. The collaboration with the user organizations is now entering a new phase to ensure the functionality and benefits that the end users need.

Galileo PRS – what's happening?
MSB was granted funds in the spring amending budget to develop the possibility of using the Galileo PRS in Sweden. At the same time, manufacturers in Europe have developed the first generation of PRS receivers that are available for purchase. Here is a presentation of what has been done and what will happen in the coming time.

Secure digital communication, a modern way to share sensitive information
SDK, the infrastructure where a common trust framework and a common address book provide a ready-made secure solution where everyone within the federation can send different types of information to each other.

Civil liaison manual
Within the framework of crisis preparedness and civil defence, the ability to share information within and between actors is crucial to being able to operate at all. In the forum Technology and premises for management and collaboration, a need for national principles for connection has been identified.
In the spring of 2025, a joint work began on developing a civilian liaison manual. The seminar includes a presentation of work and what has been produced so far.

This is how we are managing the transition to MCX services in SWEN together
The transition from TETRA services in Rakel to MCX services (Mission Critical Services) in SWEN is imminent. Given the limited time frame, successful implementation will require close collaboration. During this seminar, Christian Bohlin, David Högberg and Fredrik Ryberg will present how they, together with other user representatives in MSB's Collaboration Forum, are working to establish a unified approach – both in methodology and in how they intend to operate within the SWEN ecosystem. The results of the work in the Collaboration Forum constitute a large part of the requirements for how the technical parts for MCX and MSS services (Mission Supportive Services) in SWEN should be designed, so that the system becomes a support for the activities and creates conditions for good collaboration at the national level.
