The report Critical Nordic Flows: Collaboration between Finland, Norway and Sweden on Security of Supply and Critical Infrastructure Protection, published on 22 April 2020, explores the ways in which the three Nordic countries could deepen their trilateral cooperation to prepare for potential disruptions to cross-border flows of critical goods and services.
The report addresses six sectors in particular: communications and digital networks, energy, food, financial infrastructure, pharmaceuticals, and transport. By compiling a total of 28 provisional themes for further cooperation the report serves as a discussion paper for policy-makers and experts.
The work was commissioned in March 2019 jointly by three public agencies: the Finnish National Emergency Supply Agency (NESA), the Norwegian Ministry of Trade, Industry and Fisheries (NFD), and the Swedish Civil Contingencies Agency (MSB). The research was conducted together with experts at the commissioning agencies and researchers from the Swedish Defence Research Agency (FOI) and the Norwegian Defence Research Establishment (FFI).
