The MSB should work for the support and development of societal capabilities to carry out effective emergency responses.
The acceptance level for the consequences of emergencies that occur will be gradually reduced, which means that emergency response operations need to continually be more and more effective.
That is why the MSB needs to support municipal capabilities for dealing with different types of emergency situation in an effective manner. 
This support to the municipalities and their fire brigades takes the form of development projects and training courses. Such projects contribute to the development of new methods and technical solutions which are then transferred to training courses.
The MSB also works on EU financed development projects, which strengthens capabilities both domestically and overseas.
